PROBLEM TO BE SOLVED: To provide a cylinder compact for an internal combustion engine which can inhibit radial thermal deformation from becoming uneven in engine operation, and a cylinder block for the internal combustion engine. SOLUTION: A plurality of cylinders 12 are juxtaposed in the cylinder block 11. On the inner circumference side of each of the cylinders 12, there is provided a bore wall 18 constituting a cylinder bore 17 of the cylinder block 11. The bore wall 18 is made of a metal matrix composite in which the cylinder compact P is impregnated with an aluminum-based alloy. On the upper end side 19 of the cylinder compact P, there are provided a first upper end side 19A arranged between adjacent cylinder bores 17 and a second upper end side 19B constituting the cylinder bore 17 with the first upper end side 19A. A volume fraction of the reinforcing material in the first upper end 19A is set lower than that of the reinforcing material in the second upper end 19B, and thermal conductivity of a first upper side bore wall 18A is set higher than that of a second bore wall 18B.
