PROBLEM TO BE SOLVED: To provide a gloss evaluation device capable of expressing that a "sense of glossiness" coincides with respect to an image as a whole, wherein regions different in the amount of toner are included, and to provide a gloss evaluation method. SOLUTION: The gloss evaluation device 40 evaluates the sense of glossiness of the toner image formed on a recording medium, and the gloss evaluation device 40 evaluates the sense of glossiness, on the basis of the difference between ideal relation predetermined by two straight lines from the relation with the characteristic value related to the gloss (hereinafter, referred to as a gloss characteristic value) to the characteristic value corresponding to a plurality of toner adhesion amounts (hereinafter, referred to as an adhesive amount characteristic amount) and actually measured data obtained by measurement.
