PROBLEM TO BE SOLVED: To provide a target simulator generating a simulation target on a computer by simulation, making situational determination and giving coping instruction with respect to the simulation target, and capable of simulating up to operation for changing a course of the simulation target to avoid an event occurrence point in accordance with occurrence of an event. SOLUTION: In the course which can be taken by a target from a target point toward which the target moves and the event occurrence point, a linear distance and a closest distance to the event occurrence point and the target point are considered. By calculating an avoidance course toward the target point while avoiding the event occurrence point, the simulation target changing the course to avoid the event occurrence point can be simulated.
