The disclosed method uses spectral aggregation for efficient broadband transmission. When information is transmitted by broadband using spectral aggregation by aggregating discontinuous frequency spectrums in different frequency bands, the different frequency spectrums used in information transmission are allocated such that first information requiring better communication quality is allocated to an anchor spectrum with low pass loss for transmission to a mobile station device (UE), while second information not requiring as good a communication quality as the first information is allocated to the higher path loss payload spectrum for transmission to the mobile station device (UE).
