An elongated vertical elastic element e.g. rubber ring or O-ring, is arranged at the axis on support elements that are arranged in the base part. Projections (11) are arranged at the head part for elastic deformation of the elastic element. Recesses are formed between the support elements, and the projections are located on a common circle line. Guide elements (10) and guide units are fixed around a center part of the delivery device. An independent claim is also included for a method for operating a dispenser device.
