<P>PROBLEM TO BE SOLVED: To provide a membrane electrode structure for a fuel cell with excellent durability as compared with a conventional one by preventing deterioration of an electrode catalyst layer of an anode in restarting the fuel cell. <P>SOLUTION: The membrane electrode structure 1 for a fuel cell includes a polymer electrolyte membrane 2 interposed between electrode catalyst layers 32, 42 of an anode 3 and a cathode 4.
