PROBLEM TO BE SOLVED: To enhance the accuracy of calculation, regarding the motion vectors for image processing apparatuses and the like. SOLUTION: A motion vector measurement area setting part 11 sets at least two or more motion vector measurement areas on an image to measure motion vectors between a plurality of images, and a motion vector calculator 13 calculates motion vectors among the plurality of images, in each of the motion vector measurement areas. A motion vector reliability determination part 14 determines the reliability which indicates the accuracy of each motion vector; and a motion vector correction processor 15 replaces a low-reliability motion vector with a high-reliability motion vector, if there is a motion vector, the reliability of which is higher than a specified level, near the low-reliability motion vector, with the reliability of which is determined being lower than a specified level, and obtains a motion vector which replaces the low-reliability vector based on the high-reliability vector, therewith.
