PROBLEM TO BE SOLVED: To provide a cooling control system of an internal combustion engine, dispensing with a thermostat and enhancing fuel economy. SOLUTION: The cooling control system includes: a first heat exchanger R connected to the internal combustion engine E through a first circulation passage 3 and circulating cooling water through the first circulation passage 3 to radiate the heat generated in the internal combustion engine E; a second heat exchanger H for heating a cabin, connected to the internal combustion engine E through a second circulation passage 6 and circulating the cooling water through the second circulation passage 6 to radiate the heat generated in the internal combustion engine E; a first pump 5 provided in the first circulation passage 3 and circulating the cooling water; a temperature detector 7 detecting temperature of the cooling water in the internal combustion engine E; a controller ECU controlling rotation speed of the first pump 5 based on the temperature detected by the temperature detector 7 so that the temperature of the cooling water in the internal combustion engine E reaches a predetermined temperature; and a second pump 9 provided in the second circulation passage 6 for circulating the cooling water when the temperature of the cooling water is lower than the predetermined temperature and when heating the cabin.
