<P>PROBLEM TO BE SOLVED: To provide an apparatus for determining fading Doppler frequency, which is excellent in followability to a fading Doppler frequency variation, and to provide a method thereof. <P>SOLUTION: The invention includes a means (100) to estimate a fading Doppler frequency in communication with a communication station, and a means (102) to compare the estimated fading Doppler frequency with a predetermined threshold value to decide whether the communication environment with the communication station is in a high-speed fading state or a low-speed fading state, based on the comparison result. The estimation means (100) estimates the fading Doppler frequency (110) and an instantaneous fading Doppler frequency (111) in communication with the communication station.
