<P>PROBLEM TO BE SOLVED: To perform transition to a transition destination session control server device even if any fault occurs in the transition destination session control server device. <P>SOLUTION: When a service change signal transmitted from an edge router 1 is received in the timing of using a transition destination session control server device 2b, the transition destination session control server device 2b transmits a reconfiguration request to a terminal device 5 and when a response is received from the terminal device 5, the transition destination session control server device 2b determines the presence/absence of corresponding subscriber data. If there are not subscriber data, the subscriber data are requested to a management server. The management server transmits the subscriber data to the transition destination session control server device 2b and changes corresponding routing information.
