PROBLEM TO BE SOLVED: To provide effect that cannot be obtained by individual single treatment of bringing liquid into contact with granules containing a ferrous ferric salt and of generating fine bubbles in the liquid. SOLUTION: A holding vessel of the granules containing a ferrous ferric salt discharging liquid after bringing the liquid into contact with granules containing a ferrous ferric salt is combined with a fine bubble generator (microbubble or nanobubble generator) generating fine bubbles in liquid and discharging the liquid, and the liquid is sequentially passed through the inside of both.
