PROBLEM TO BE SOLVED: To engage a pinion with a ring gear at proper timing without using complicated control and a special configuration. SOLUTION: A starter 10 includes the pinion 14 engageable with the ring gear 22 connected to the output shaft of an engine 20, and a motor 11 rotating the pinion 14. An ECU 30, when starting the engine, performs cranking of the engine 20 by rotating the motor 11 while engaging the pinion 14 with the ring gear 22, and when ending the cranking, stops the rotation of the motor 11 and releases the engagement with the ring gear 22. In particular, the ECU 30 determines whether the engine 20 becomes self-sustainable after start of the cranking, and when determining that it becomes self-sustainable, releases the engagement with the ring gear 22 in a condition that the pinion 14 is kept rotating by the motor 11.
