If the difference value Delta?m(k) to be used for determination is less than the threshold value sDelta?, then an approximate expression of C/No is used to calculate an error variance spm(k) (S105(No) to S106). If the difference value Delta?m(k) to be used for determination is equal to or greater than the threshold value sDelta?, then an error variance spm(k) is calculated based on the threshold value sDelta?
