One embodiment of the present invention relates to an encoding apparatus, to a method for driving same, and to an encoding method. The encoding apparatus according to the embodiment of the present invention comprises: an image-analyzing unit which receives and analyzes an input image, and outputs the input image and analysis information; an input image and analysis information buffer unit which stores the input image and the analysis information, and provides the stored input image and analysis information via different paths; a database unit which receives information related to the output volume of a bit stream being outputted and/or said analysis information, selects encoding-related prediction information according to the information related to the output volume of the bit stream and said analysis information, and provides the selected information; a bit rate controller which generates bit rate allocation information for allocating bit rates of the input image using the analysis information, the encoding-related prediction information, and information on the output state of the bit stream being outputted; an encoding unit which provides the information related to the output volume of the bit stream and the information on the output state of the bit stream, encodes the input image using the encoding-related prediction information, the bit rate allocation information, and the information on the output state of the bit stream, and outputs the encoded image; and an output state information buffer which receives the information on the output state of the bit stream, stores the received information, and provides the bit rate controller and/or the encoding unit with the information on the output state of the bit stream. |
