<P>PROBLEM TO BE SOLVED: To achieve reduction of a seek time during reproducing and additional recording by quickly acquiring information necessary for recording and reproducing layers. <P>SOLUTION: In an optical recording and reproducing method for an optical recording medium including a plurality of recording and reproducing layers 14 and servo layers 18, information is recorded and reproduced by irradiating the recording and reproducing layers 14 with a beam for recording and reproducing while performing tracking control by irradiating the servo layer with a servo beam, when information is recorded on the recording and reproducing layers 14, control information necessary for subsequent recording and reproducing to be performed on the recording and reproducing layers 14 is recorded on the servo layer 18.
