PROBLEM TO BE SOLVED: To highly accurately measure a flow rate by deciding a transmission frequency at which flow rate measurement errors are minimal. SOLUTION: A vibrator 31 is attached to a reflector 5, and the relation between the transmission frequency of the vibrator 31 and the signal strength of a reflection signal reflected and sent from the reflector 5 is acquired with respect to a predetermined transmission frequency range. Moreover the vibrator 31 is attached to a pipe for flow measurement, and the relation between the transmission frequency of the vibrator 31 and the signal strength of a reflection signal from the pipe itself or its transmission signal is acquired with respect to the predetermined frequency range. Next, this signal strength is divided by the strength of the reflection signal from the reflector 5, and based on the relation between the signal strength after the division and the transmission frequency of the vibrator 31 an optimum transmission frequency is decided.
