PROBLEM TO BE SOLVED: To achieve both simplification of an updating procedure of exchange and setting data, and security countermeasure of the setting data. SOLUTION: This safety control device stores permission and inhibition information that can discriminate whether to permit updating setting data using a recording medium into a storing part (step S113 and step S115), inhibits updating the setting data stored in the storing part with setting data stored in the recording medium connected to a recording medium interface when the permission and inhibition information stored in the storing part shows that updating the setting data is not permitted (step S124 and S125), and updates the setting data stored in the storing part with the setting data stored in the recording medium connected to the recording medium interface when the permission and inhibition information stored in the storing part shows permission of updating the setting data (step S124 and step S123).
