PROBLEM TO BE SOLVED: To provide a reinforcement anchor for a building which is excellent in configuration stability, easy to transport, construct and handle, and further which can take advantage of the strength of a carbon fiber material, and to provide a method of reasonably manufacturing the reinforcement anchor. SOLUTION: A predetermined number of carbon fiber filaments 11 are aligned, and a cover line 12 is wound on the peripheral edges of the carbon fiber filaments 11 so as to form a carbon fiber bundle 1. A plurality of the carbon fiber bundles 1 are bound together and wound with an anchoring lines 2 attaching to at least one portion of the outer peripheral surfaces of the carbon fiber bundles 1 so as to form a strand S. In this case, the anchoring line 2 has heat fusion properties with the lower melting point than that of the cover line 12. The anchoring line 2 bound near the end part of the strand S is cut with one portion of the strand S fixed, and the end portion of each of the carbon fiber bundles 1 can be expanded in a fan-shaped manner by the detachment of fusion parts.
