PROBLEM TO BE SOLVED: To provide an optical fiber measuring device, optical fiber measuring system, and optical fiber measuring method, capable of concurrently performing OTDR measurement and core wire control. SOLUTION: The optical fiber measuring device 11 includes: an optical output part 21 for generating synthetic light L<SB>F</SB>with modulated light L<SB>K</SB>and pulse light L<SB>P</SB>superimposed with each other; a light-receiving part 22 for receiving return light L<SB>B</SB>obtained as a result of the pulse light L<SB>P</SB>generated by the optical output part 21 being reflected on an optical fiber 100a; and an operation part 23 for measuring the quantity of return light L<SB>B</SB>received by the light-receiving part 22 and the time from the output of pulse light L<SB>P</SB>into the optical fiber 100a to the reception of the return light L<SB>B</SB>.
