Provided are a transparent conductive film and an organic electroluminescent (EL) element. The transparent conductive film includes: a transparent substrate; and a conductive fiber and an organic compound layer that are disposed on the transparent substrate. Further, the transparent conductive film is characterized in that: the organic compound layer comprises both a conductive polymeric compound and a water-soluble binder resin, said conductive polymeric compound consisting of both a polymeric compound comprising repeating structural units represented by general formula (I) and a polyanion, and said water-soluble binder resin comprising structural units represented by general formula (1); the organic compound layer is a layer formed by applying a dispersion which comprises both the conductive polymeric compound and the water-soluble binder resin and drying the resulting coating; and the particles present in the dispersion have a mean particle diameter of 5 to 100nm.
