<p><P>PROBLEM TO BE SOLVED: To provide a congestion control method which can enhance instancy of control by reducing the number of issuance of control instructions, and respond to occurrence of large-scale congestion, a congestion control device, a congestion control system, and a congestion control program. <P>SOLUTION: In this congestion control method in this congestion control system 100 including a plurality of call control servers (servers) S1a-S6a each including an outgoing connection regulation means to a designated ground station number, and this congestion control device 1a for designating a ground station number to instruct the call control server to perform outgoing connection regulation, when there are a plurality of ground station numbers to be designated as objects of the outgoing connection regulation, the congestion control device 1a performs a control instruction of the outgoing connection regulation by respectively unifying two or more ground station numbers of which the values of predetermined digit numbers coincide with one another from the upper level of the ground station numbers. <P>COPYRIGHT: (C)2011,JPO&INPIT</p> |
