PROBLEM TO BE SOLVED: To reduce a glossiness difference between arbitrary input images without using transparent toner. SOLUTION: In the image forming apparatus, a fixing condition determining section 170 includes: a color material quantity-calculating means 171 configured such that input image data are divided into a plurality of areas, the quantity of color material used in each divided area is calculated on the basis of input image data; a glossiness calculating means 172 configured such that glossiness of each divided area when input image data are output is calculated on the basis of the quantity of color material of each divided area calculated by the color material quantity-calculating means, and apparatus glossiness characteristics indicating the relation of the quantity of color material of an image outputted under a predetermined condition and its glossiness; a fixing condition calculating means 174 configured such that a fixing condition when input image data are formed is calculated on the basis of the quantity of color material for each divided area calculated by the color material-calculating means, the glossiness of each divided area calculated by the glossiness calculating means, and target glossiness characteristics specifying the target value of the glossiness for each quantity of color material.
