PROBLEM TO BE SOLVED: To provide an unprecedented easy-to-use placement base exclusive to a rail. SOLUTION: A placement base 11 for supporting the rail R by placing the rail on an upper edge 11a, and regulation materials 12 and 12A having upper ends protruded from the upper edge 11a of the placement base 11 are provided on a base frame 1 in such a manner that the placement base is interposed between the regulation materials. A supporting shaft 7 freely turnably supported by the supporting material 3 is horizontally provided on one of the front and rear sides of the placement base 11; and a switching lever 10 is protrusively provided on the peripheral side of the end of the supporting shaft 7. In addition, a guide roller 9, which supports the rail R by pushing up the rail R, placed on the upper edge 11a of the placement base 11 at the rising of the switching lever 10, when the switching lever 10 is brought down, is rotatably assembled to the outside of a large-diameter shaft portion 8 which is provided eccentrically with respect to the supporting shaft 7.
