PROBLEM TO BE SOLVED: To provide a pigment dispersing resin obtained by subjecting a mixture of a polyolefin resin and water to high-speed laminar-state agitation treatment by means of a high-speed mixer and to provide a color masterbatch obtained by formulating the pigment dispersing resin with a pigment. SOLUTION: What is provided is: the pigment dispersing resin obtained by subjecting a mixture of 100 pts.wt. polyolefin resin and 1 to 5 pts.wt. water to laminar-state agitation treatment at a temperature not higher than the softening point of the polyolefin resin by means of a high-speed mixer in which the clearance between the front end of an agitating blade and the inside wall of an agitation tank is 3 to 30 mm, and the speed of the front end of the blade which is rotating is 20 to 60 m/sec and having an infrared absorption spectrum with a peak in the range of 1,580 to 1,680 cm<SP>-1</SP>; and the color masterbatch is provided.
