PURPOSE: A displacement processing system having a displacement measuring device of a power generation plant and a displacement measuring method are provided to measure the displacement about 3 dimensional spaces without the directly contact to the heat generated in the power plant. CONSTITUTION: A displacement processing system comprises a displacement measuring device(200). The displacement processing system comprises an outer frame(210), a reference structure(250), first, second and third distance measuring devices(300, 310, 320). The outer frame surrounds the outside of the power plant and is transformed according to the deformation of the power plant. The reference structure touches with the outer frame and is moved according to the transformed outer frame. The first distance measuring device transmits a message the laser transmitted wave based on the X-axis of the reference structure of the initial state, the Y-axis, and the X-axis respectively. Each distance measuring device receives the reflected laser wave reflected from the moved reference structure. The first, second, and third distance measuring devices are respectively generated the first, second, and third measured distance values by using the laser transmission wave and laser reflected wave.
