PURPOSE: A multi-stepped wastes processing apparatus is provided to discharge wastes from a reactor without the change of a vapor pressure by including a front chamber and a rear chamber. CONSTITUTION: A first reactor(210) stirs and discharges wastes which is alternately received from a first front chamber and a second front chamber. A second reactor(220) processes at least part of the wastes from the first reactor. A moving unit receives the wastes from the first reactor. Pulverized wastes among the wastes from the first reactor are separated. Non-pulverized wastes from the first reactor are supplied to the second reactor. The second reactor stirs and discharges thee wastes without the change of a vapor pressure. The first front chamber and the second front chamber are connected based on a steam exchanging line, and steam is exchanged between the front chambers.
