PURPOSE: A circuit breaker for a surge protective device is provided to have a secondary backup function which prevents deterioration of the surge protective device, thereby obtaining stability of a low voltage power system. CONSTITUTION: A power system(100) supplies power to an electricity communication facility(80). A voltage measuring sensor(91) senses an abnormal transient AC voltage with a rating frequency component of the power system. A current measuring sensor(93) senses a leaked current and an impulsive surge current. A circuit breaking unit(97) separates an SPD from the power system. An operation controller(95) operates data that the voltage measuring sensor and a current measuring sensor obtain.
