Disclosed is a device for controlling blood perfusion pressure within a blood vessel. The device includes an elongated body having a lumen, a proximal end that is configured to contact an area within a blood vessel having a first blood pressure, and a distal end that is configured to contact an area within the blood vessel having a second blood pressure. The first blood pressure is higher than the second blood pressure. The device further includes an obstruction that at least partially occludes the lumen. The obstruction is configured to allow gradual equalisation of the blood pressure over time at the area at the distal end with the blood pressure at the area at the proximal end of the elongated body.
