Disclosed are a packet transfer device, a communication system, and a processing rule update method. The packet transfer device is capable of accurately deleting the processing rules used in packet transfer. The disclosed packet transfer device is provided with a processing rule storage unit for storing the processing rules which define processing content by flow unit, a packet processing unit for processing received packets using those of the aforementioned processing rules which apply to the received packets, a termination determination information extraction unit for extracting from the received packet information for verifying the termination of a flow, and a flow termination verification unit which, upon verification of termination of a flow on the basis of said extracted information, removes the processing rules for said flow.
