<p><P>PROBLEM TO BE SOLVED: To provide a developing device employing a touch down system, achieving favorable image density while suppressing the occurrence of a leakage phenomenon. <P>SOLUTION: The developing device develops an electrostatic latent image formed on a surface of an image carrier into a toner image, and includes: a magnetic roller carrying a two-component developer containing a toner and a carrier on the surface thereof and conveying the carried two-component developer; and a developing roller disposed opposing to the image carrier and to the magnetic roller, brought close to or into contact with the two-component developer conveyed by the magnetic roller to carry the toner in the two-component developer, and conveying the carried toner close to the image carrier.
