PROBLEM TO BE SOLVED: To provide a papermaking felt which is composed so that the surface property of paper can be improved and a method for producing the same, without yielding such defects as the following, in which there is a method using batt fiber with small fineness in order to improve surface property, but by this method, it is not easy to make small the uniformity of pressure which depends on basis weight spots and entangling spots of fiber; furthermore, papermaking felt in the stage of papermaking process is required to have dewaterability besides surface property, stain preventing property, preventability of fiber falling, etc. and thus to make the fineness of batt fiber small may cause to produce new problems such as becoming easy to get staining blocked depending on the stage of papermaking process. SOLUTION: The papermaking felt 10 includes at least a base fabric layer 1 and a surface layer 2 which is made by entangling and integrating batt fiber with the base fabric layer 1 by needling.
