PROBLEM TO BE SOLVED: To make service effective in a landing hall call, even when dust-dirt attaches to a detecting part of an illuminance detecting device, by surely calculating an effective space in a car without receiving influence of the external light, even when illuminance of a car floor surface changes by the external light such as the sunlight, in a glassed car structure such as an observational elevator. SOLUTION: This operation control system of an elevator includes a lighting system 2 for illuminating the inside of the car, an illuminance measuring device 3 arranged on a car inside floor surface and measuring illuminance of a car floor surface, an illuminance measuring device 4 arranged outside the car and measuring illuminance in an elevator hoistway, a load measuring device 5 arranged in a car lower part and measuring a change in weight in the car, an arithmetic operation device 6 for determining the possibility of the service to the landing hall call by determining the existence of a boarding space of passengers in the car 1 based on output of the respective measuring devices 3, 4 and 5 and an operation command device 7 for imparting a command to operation of the elevator based on an arithmetic operation result of the arithmetic operation device 6.
