<P>PROBLEM TO BE SOLVED: To provide a communication system for communicating a packet in a comparatively small data amount with high efficiency to a monitoring and control system where a punctuality of a data transmission and reception is required. <P>SOLUTION: A transmitter transmits preamble data in synchronization with a period prior to a transmission of a data frame transmitted per predetermined period.
