PROBLEM TO BE SOLVED: To execute ITS(Intelligent Transport System) simulation under the consideration of variation in the transmitting/receiving performance of a transmitter. SOLUTION: This ITS simulation system is configured to perform the simulation of an ITS system by making cooperate with each other a traffic flow simulator which simulates the motion of a vehicle, a communication simulator which evaluates information transmission possibility by communication, a position information simulator which simulates a GPS device, and an ITS simulator which simulates the operation of an ITS application. The communication simulator is configured to evaluate information transmission possibility by using transmission output obtained by changing transmission output in a transmission vehicle at random with prescribed variation width from the reference transmission output of each vehicle.
