PROBLEM TO BE SOLVED: To provide a control device of an internal combustion engine using a composite fuel of gasoline and alcohol and capable of restraining deterioration of emission in starting cooling. SOLUTION: This device includes a fuel injector 28 for injecting fuel to a suction port 26 of an internal combustion engine 10, a PTC heater 30 heating the suction port 26, and a fuel property sensor 48 for fetching an alcohol concentration of the composite fuel. When a start request of the internal combustion engine 10 is issued (step 100), and when it is judged that the alcohol concentration is higher than a predetermined value A (step 104) and a cooling water temperature is lower than a predetermined value B (step 108), a pre-heat processing using the PTC heater 30 is performed prior to driving a starting device 46 (step 110).
