A phase adjustment device, which is provided in the present invention, includes at least two phase adjustment units, a switching device, and a driving device; said at least two phase adjustment units are used for adjusting phase; said driving device is used for driving said at least two phase adjustment units to move; said at least two phase adjustment units are optionally connected with said driving device; said switching device is used for choosing between said at least two phase adjustment units, so that at the same time said driving device drives only one of said at least two phase adjustment units connected with said driving device to move so as to change the phase. A multi-frequency antenna with said phase adjustment device is also provided in the present invention. The down-tilt angle of the antenna units of the multi-frequency antenna can be adjusted by the phase adjustment device of the present invention.
