IMAGE MONITORING DEVICE AND MONITORING SYSTEM

PROBLEM TO BE SOLVED: To alleviate burden of constant monitoring by a monitoring person without a need to use a physical partition, and to easily implement monitoring according to access authority of each user.

SOLUTION: An image monitoring device 5 monitors a user in a restricted area using a restricted area image obtained by photographing the restricted area by a monitor camera 6. A storage portion 24 previously stores user region information which makes an individually monitored region set in the restricted area image correspond to identification information of a user. A monitored region setting portion 28 sets the individually monitored region corresponding to the identification information of a user who is in the restricted area as a monitored area in the restricted area image. A guide showing the set monitored region is displayed on a floor surface of the restricted area by a projection display device. An abnormality determining portion 29 determines a presence or an absence of an abnormality in the restricted area based on fluctuation occurring in the monitored region set in the restricted area image.
