PROBLEM TO BE SOLVED: To provide a winding device reducing cost by minimizing wasteful parts, reducing the size of a product, reducing a winding time and the like, and to provide a winding method. SOLUTION: Two separators 3, 4 are pulled to a predetermined position, positive electrode foil 5 is guided to a predetermined position to be sandwiched between the separators 3, 4, and a winding core 22 is projected. The projecting length X1 of the positive electrode foil 5 and the projecting length of the separators 3, 4 are set nearly a half of winding core width W and not larger than the winding core width W, respectively. When a winding core 22 is rotated at 180°, negative electrode foil 6 is guided to be sandwiched between the separators 3, 4 in the halfway of winding. The length X2 of the guided negative electrode foil 6 is nearly a half of the winding core width W. The total of the length X2 and the length X1 is set to be smaller than the winding core width W.
