PROBLEM TO BE SOLVED: To suppress a transmission-coefficient change accompanying rotations around a center axis, even in the state of being opposite another coupler device with center axes deviated from each other. SOLUTION: A coupler device is equipped with: a coupling element 21 which comprises a conductive material and in which power is fed to a feeding point (reference point) P1; a ground plate 24 which is opposite the coupling element 21 and comprises a conductive material; and short-circuiting elements 22 and 23 for short-circuiting the coupling element 21 and the ground plate 24. In the coupling element 21, a first conductive part having ends E3 and E4 is formed from rectangular parts 21c and 21d. In the coupling element 21, two conductive parts extending from centers of the ends E3 and E4 and respectively having ends E1 and E2 are respectively formed from rectangular parts 21a and 21b.
