The invention relates to the production of polymeric binder for plastic composition materials for different purposes. The task of the invention is to increase thermal stability and plastic range of polymeric binder, to simplify the process of its preparation and to reduce the amount of hazardous emissions. A method comprises the stirring of carbonaceous medium temperature peck with a modifying agent at heating. The novel feature is that oxidized esters of polyunsaturated fatty acids and polyvinyl chloride are introduced as a modifying agent into carbonaceous peck, and after that the mixture is heated to 118-122 °C and is intensively mixed during the first hour at said temperature.
