PROBLEM TO BE SOLVED: To guarantee opportunities of transmitting data packet and transmit the data packet at a better timing. SOLUTION: When a return packet is not a response to data packet of a terminal, a transmission prohibited-period setting section 15 determines transmission timing of the data packet for the terminal on the basis of the reception timing of the return packet, and sets a slot period not including the determined transmission timing as a transmission timing prohibited-period in the second level that is set to be higher as it becomes lower than the first level and the reception power of the received return packet becomes larger. When the transmission timing prohibited-period is set over the period of a basic cycle of a transmission target that is configured including a plurality of slot periods, a transmission timing controller 18 transmits the data packet at the timing of a slot period wherein the transmission timing prohibited-period is set at the lowest level among the transmission timing prohibited-periods set over the period of the basic cycle of the transmission target.
