PROBLEM TO BE SOLVED: To select a packet access scheme based on uplink throughput in a code division multiple access wireless communication system using a plurality of uplink packet access schemes together. SOLUTION: This invention relates to a wireless control device in a wireless communication system where a dedicated channel and an enhanced dedicated channel are switched and set to uplink for each call, and the wireless control device includes: a throughput estimation unit for estimating throughput to be expected when the enhanced dedicated channel is set to a call to be transmitted by a mobile station device to which the dedicated channel has been set, and/or to a call to be transmitted by a mobile station device which initiates communication; a packet access scheme selection unit for selecting the enhanced dedicated channel when the throughput is equal to or more than a preset threshold; and a packet access scheme setting unit for setting the enhanced dedicated channel when the enhanced dedicated channel is selected.
