SOLUTION: An operation technical level of an operator is calculated based on an operation guidance DB 14 storing guidance information that is information on an operation guidance according to an operation technical level that is a technical level of the operator 31, an operation result DB 16 storing information on the operator's operation, and an evaluation standard DB 17 storing a reference value of evaluation for the driver's operation.
