PROBLEM TO BE SOLVED: To provide a strip cutting device contributing to reduction of cycle time of a winding device. SOLUTION: The strip cutting device 5 includes: a detecting means 7 for detecting a length of a strip 1 taken up around a roll 3 and sending a detection signal; a driving means for driving a supporting member 9 in a direction where the strip 1 moves; clamp rollers 13 and 15 supported by the supporting member 9 for mutually opening/closing at a position of gripping the strip 1; a cutter 20 provided forward in the moving direction of the strip 1 from the clamp rollers 13 and 15; an urging means for urging the cutter 20 forward; and a rod stopper for defining a limit where the cutter 20 urged by the urging means separates forward from the supporting member 9.
