<P>PROBLEM TO BE SOLVED: To provide a shaft coupling device configured so that a weld part for forming a hydraulic passage is hardly broken, and a torque limiter. <P>SOLUTION: An annular first member 170 and an annular second member 171 are welded together at a plurality of sites, whereby a hydraulic passage 126 is formed. A second circumferential surface 201 in the first member 170, which is located radially outside on one axial side of the hydraulic passage 126, is integrated to a sixth circumferential surface 207 of the second member 171 at a first weld part 190, and the second circumferential surface 201 in the first member 170, which is located on the other axial side of the hydraulic passage 126 and axially overlapped with the hydraulic passage 126, is integrated to a seventh circumferential surface 208 of the second member 171 at a second weld part 191.
