<P>PROBLEM TO BE SOLVED: To synchronize a multiplexing device and a transport packetizing device. <P>SOLUTION: A device for developing synchronization of an intermediate layer of signal such as a transport layer or multiplex layer of a multi-layered compressed video signal includes a counter 23 that responds to a system clock 22 in an encoding terminal of a system. A counted value is embedded in a signal in a transport layer in accordance with a predetermined schedule by a processing apparatus 13. In a reception terminal of the system, a reverse transport processing apparatus 18 supplies PCR from auxiliary transport data and a control signal to a system clock generator 27. The system clock generator 27 responds to the signals and at least generates a system clock signal synchronized with the reverse transport processing apparatus 18.
