PROBLEM TO BE SOLVED: To develop a technology easily and safely usable even by a female and a child using a two-stage type bicycle parking device. SOLUTION: This motion adding device 21 starts operation of a first stage by removing a trigger 5 from a fastening metal fitting 20 by weight adding motion of a pendulum 3 when placing a bicycle on an upper stage carriage, removes the projecting end 22 from a fastening metal fitting 21 by motion of a control rod 2 by gripping a handle 6 as a second stage, can also fix the carriage on it by hitching the carriage placed with the bicycle on an upper clamp 7, simultaneously secures a footrest space of an upper stage user by laterally moving on a rail 18 by a vehicle-incorporated box 7 installed on a lower stage carriage placed with the bicycle when descending, can be fixed below by lowering the upper stage carriage in a safe attitude, and can prevent a sudden rise and erroneous operation.
