<p><P>PROBLEM TO BE SOLVED: To suppress decline in cooling efficiency while a space within a building is ventilated, in a configuration for heating the space within the building by a solar heat collecting part. <P>SOLUTION: A solar heat collecting device 31 and a ventilation device 111 are provided in the building 10. In the solar heat collecting device 31, a spandrel 24 irradiated with sunlight is provided on the outdoor side of an outer wall material 52, and a heat collecting space 32 is formed between the spandrel 24 and the outer wall material 52. The ventilation device 111 supplies outside air taken in from the outdoor side to a room 29, and discharges inside air taken in from the room 29 to the outdoor side. A heat exchange part 117 is provided in the ventilation device 111, and heat exchange is performed by the heat exchange part 117 between outside air supplied to the room 29 and the inside air discharge to the outdoor side.
