PROBLEM TO BE SOLVED: To provide a vehicle control system which optimally makes safety and convenience compatible, a method for controlling the same, and a control program. SOLUTION: The vehicle control system 10 includes: a congestion degree detection means for detecting a congestion degree which shows a degree of congestion around a vehicle; and a speed setting means for setting the maximum speed of the vehicle on the basis of the congestion degree around the vehicle detected by the congestion degree detection means. In addition, the speed setting means reduces the maximum speed of the vehicle as the congestion degree around the vehicle detected by the congestion degree detection means increases.
