PROBLEM TO BE SOLVED: To provide a drug for chewing having excellent drug efficacy stability in preservation, storage or the like without generating alteration, degradation or the like of drug efficacy ingredients even preserved and left for a long period in a general household, gradually releasing drug efficacy ingredients in the mouth through chewing, and coming in contact with an affected area for a long period by staying in the mouth for a long period, especially, having antiphlogistic efficacy of the affected area in the mouth; also to provide a method for producing the drug for chewing with always stable quality not generating alteration or degradation of drug efficacy ingredients, nor generating change of ingredients by mutual reaction of the used ingredients in the production processes. SOLUTION: This drug foe chewing contains a resin ingredient having solid elastic form, a softening ingredient imparting flexibility, a drug efficacy ingredient and an excipient; the drug efficacy ingredient exists dispersed uniformly in the mixture of the resin ingredient and the softening ingredient and contains e.g. an antiphlogistic directly brought into contact with the affected part of primarily throat. The drug for chewing with the uniformly dispersed drug efficacy ingredient can be produced by preparing a powder mixture of the drug efficacy ingredient and the excipient, and kneading it with the mixture of the resin ingredient and the softening ingredient.
